Description: 'Athlestan Popkess was Chief Constable of Nottingham City Police 1929-1960 and was born and educated in South Africa. At the time of his application for the post of Chief Constable he was an assistant provost marshall at Aldershot. Popkess developed some revolutionary policing ideas, notably response cars directed by wireless and a dedicated police forensic science laboratory. He was chief co-ordinating officer in Air Raid Precautions during the Second World War, for which he was awarded the O.B.E., advanced post-war to C.B.E.'
